The WRSA Returnee Town · Shanghai Fengxian is a strategic, industry–talent integration project jointly developed by the Western Returned Scholars Association (WRSA), Fengxian District of Shanghai, and Lingang Group. As the seventh returnee-themed characteristic town nationwide and the only one in Shanghai, it serves not only as a key vehicle for implementing China’s talent strategy and industrial upgrading agenda, but also as a core platform that aggregates the expertise of overseas returnees and unleashes innovation momentum. Anchored to national industrial priorities and leveraging local strengths, the Town adopts a “1+X” industrial focus—with “1” = Biotechnology and “X” = four strategic emerging industries led by smart terminals—to attract and unite returnee talent and to build a nationally leading biotech industrial cluster, a magnet for high-caliber returnee professionals, and a high ground for innovation and entrepreneurship.

欧美同学会海归小镇・上海奉贤，是由欧美同学会、上海市奉贤区、临港集团三方深度携手打造的战略级产才融合项目——作为全国第7座、上海唯一的海归主题特色小镇，它不仅是落实国家人才战略与产业升级部署的重要载体，更是汇聚海归智慧、激活创新动能的核心平台。小镇锚定国家产业导向、依托区域资源禀赋，以“1+X”产业特色（“1”即“生物科技”，“X”即瞄准以智能终端为主的四大战略性新兴产业）为核心抓手，着力吸引海归人才、凝聚海归力量，致力于打造全国领先的“生物科技”产业集群地、海归高端人才集聚地与创新创业发展高地。

1) “One-Stop” Service Center

Positioned as the first-stop portal for returnee talent seeking entrepreneurship and employment support, the Center operates a dual-track model combining human agents + intelligent systems. It offers dedicated advisory and digital concierge services around matters commonly prioritized by enterprises and talent—housing/settlement, employment, entrepreneurship, and social security. The Center plans to provide 37 services across four modules—enterprise services, talent services, industry services, and living services—covering business inquiries, pre-screening of application materials, online processing guidance, and referrals/matching to service providers.

1、“一站式”服务中心：以海归人才创业就业服务第一站为定位，采用“人工+智能”双轨并行的服务模式，围绕企业、人才普遍关注的安居保障、就业保障、创业保障、社会保障等事项提供专项业务咨询及数字化帮办服务。服务中心拟围绕企业服务、人才服务、产业服务、生活服务四大板块提供37 项企业、人才等服务，涉及业务咨询、材料预审、线上办理指导、服务机构对接等服务。

2) Town-Exclusive Policies

Focusing on the full life cycle of biotech projects in the Returnee Town, the authorities have issued the “Several Policies on Supporting the Construction of the Shanghai Fengxian Returnee Town.” These policies provide support across six key links: business establishment, R&D and innovation, talent entrepreneurship, talent attraction/aggregation, financial backing, and enterprise scaling.

2、海归小镇专属政策：聚焦海归小镇·生物科技产业项目全生命周期发展，出台《关于支持上海奉贤海归小镇建设的若干政策》，政策围绕企业开办、研发创新、人才创业、人才集聚、金融支撑、企业壮大等6 大关键环节提供支持。

3) Functional Platforms

In cooperation with leading institutions and universities, the Town is building proof-of-concept (PoC) centers and pilot-scale facilities to offer one-stop inspection, testing, and certification services, thereby accelerating the translation of scientific research outcomes. It is also developing a high-performance intelligent computing center capable of ten-thousand-GPU-class clusters and a biotech intelligent-computing cloud platform, alongside regional “compute voucher” policies, to ensure ample computing infrastructure and service safeguards for biotech enterprises.

3、功能平台：与知名机构、高校等合作在海归小镇建设概念验证中心、中试基地，为企业提供一站式检验、检测和认证服务，助力实现科研成果转化；建设满足万卡集群、高性能的智能算力中心和生物科技智算云平台，并制定区域“算力券”配套政策，为生物科技企业提供充足的算力基础设施和服务保障。
